As Will mentions above the deadline to register as a Republican to vote in a September primary would fall around the beginning of June. RI Law requires that to run in the Republican primary you must be eligible to vote in that primary. (If you declare as a Republican for any office you are in the primary even if you don't have an opponent). So we could not recruit unaffiliated voters to run as Republicans between the early June deadline and declarations at the end of June. While this has been done in the past it is certainly not a "best practice". Prior bad recruiting efforts should not be a reason to block this important policy change.
